Alphas present at the young age of ten while omegas and Betas don't present until late into their teen years usually around 16 so when omegas do present they tend to find an alpha bond with them and stick to them like glue as they try and learn how to deal with all the changes happening it also keeps them safe from other alphas. Which is how Katsuki ended up with Kaminari following him around like a lost puppy.
